The UP College of Media and Communication, through the Department of Communication Research, recently signed a Memorandum of Agreement with the National Council for Children’s Television (NCCT) to contribute to a Pambata at Makabatang Midya.
One of the initiatives of the said partnership is a research project focused on understanding Filipino children in a converged media world. The study commits to withholding the Philippines’ constitutional obligation to promote and protect the welfare of its youngest citizens. The nationwide study on children and media is led by its principal investigator, Prof. Jonalou Labor, PhD, along with co-investigators, Asst. Prof. Jon Benedik Bunquin, PhD, and Asst. Prof. Michelle Sto. Tomas, PhD of the UP CMC Department of Communication Research.

Recognizing the continuing collaboration between the NCCT and the University of the Philippines Diliman College of Media and Communication (UPD CMC), particularly the Department of Communication Research, in the implementation of the NCCT 2026 Research Project, the NCCT invited the UPD CMC to participate as a Learning Partner of the Philippine Conference on Children and Media (PCCM) 2026.
According to NCCT, PCCM is a national platform for dialogue, knowledge exchange, policy development, and multi-sectoral collaboration dedicated to promoting a safe, dynamic, and child-friendly media environment for Filipino children.

The national conference is set to convene on 25–28 October 2026 at Novotel Manila Araneta City, Quezon City, with the theme “Building a Safe, Dynamic, and Child-Friendly Media Environment.”
The ceremonial signing of the said partnership was held on September 29, 2026, in Quezon City. Present at the event were Dr. Jonalou Labor, Dr. Jon Benedik Bunquin, and Dr. Michelle Sto. Tomas.
Partners from various government, civil society, educational, and media institutions were invited by NCCT for a shared purpose for “a truly child-friendly media environment.”

The National Council for Children’s Television (NCCT), an attached agency of the Department of Education (DepEd), is mandated under Republic Act (R.A.) No. 8370, otherwise known as the Children’s Television Act of 1997, to promote and encourage the development and broadcast of child-friendly television programs that contribute to the educational, cultural, moral, and social development of Filipino children.
